On August 21, President Shavkat Mirziyoyev reviewed a presentation on improving the judicial system and issues of justice, the presidential press service reported.
In recent years, the judicial system has undergone consistent reforms, shifting from a punitive institution to one that protects human rights. Among the key changes are the establishment of administrative courts, the creation of a corps of judges specializing in family issues, measures to prevent domestic violence, and the introduction of a separate judicial structure for investment disputes.
“Citizens are feeling such reforms in their lives, and foreign experts recognize them as an important step,” the report noted.
At the same time, a number of challenges remain. These include ensuring greater openness and public awareness of the judiciary, expanding access and convenience through digitalization, and training highly qualified personnel.
During the presentation, plans and measures for further improvements were discussed. A “Digital Court” concept, developed based on international experience, is expected to help prevent corruption and expand access for citizens and entrepreneurs to justice without unnecessary barriers.
According to the analysis presented, most cases heard in civil and economic courts are non-contentious. It was therefore proposed to transfer such cases to administrative bodies, allowing citizens’ and businesses’ problems to be resolved more quickly.
Another convenience will be the introduction of an extraterritorial procedure for considering administrative and economic cases, which has become possible with the development of digital technologies.
The stability of judicial positions was also highlighted as crucial for ensuring justice and public trust. For this reason, a review of judges’ appointment terms is being considered.
In addition, a proposal was made to establish regional audit courts and abolish audit instances in regional and equivalent courts. Under the new system, regional and equivalent courts would only handle appeals and cassation cases, while audit instances would be concentrated in five regional courts.
Another priority is the radical improvement of training for judicial personnel. A concept was presented to reform the Higher School of Judges and establish the Academy of Justice on its basis.
The Head of State approved the proposals and signed the corresponding decrees, instructing officials to ensure systematic and high-quality implementation of the planned reforms.
