On October 16–17, the 57th meeting of the Council of Heads of Security Agencies and Special Services of the Commonwealth of Independent States (CIS) commenced in Samarkand. This year’s event is organized by the State Security Service of the Republic of Uzbekistan.

At the beginning of the meeting, a congratulatory message from the President of the Republic of Uzbekistan, Shavkat Mirziyoyev, was read to the participants. The message emphasized that the annual meetings of this Council have served as a solid platform for cooperation and the exchange of experience in combating terrorism, extremism, drug trafficking, organized crime, and other modern threats.

The head of state drew particular attention to several factors posing security threats to the Central Asian region. It was noted that the unstable situation in Afghanistan, the activities of international terrorist groups, the illicit circulation of narcotic substances, and transnational organized crime remain among the major challenges.

In addition, the importance of strengthening cooperation in combating cybercrime and preventing the misuse of artificial intelligence for malicious purposes was underlined.

Focusing on global security issues, the President stated that the ongoing conflicts in surrounding regions and the Middle East are a cause for deep concern, as they negatively affect economic and food security.

These factors are leading to intensified unhealthy competition in the global market and rising energy prices. They are also hindering the implementation of national and international projects in the energy and transport sectors.

President Mirziyoyev stressed that under such complex circumstances, it is crucial to further deepen practical cooperation among the CIS special services, consolidate efforts to ensure stable development in the economic, energy, and communication sectors, and strengthen food security.
