New procedure for residence registration introduced in Uzbekistan

A new procedure for registering citizens and stateless persons by place of residence has been officially introduced in Uzbekistan. This was reported by the Ministry of Justice.

According to the Law “On Registration of Citizens, Foreign Citizens, and Stateless Persons by Place of Residence and Stay,” adopted on July 10, 2025, the owner of a residential property—or a person with the legal right to dispose of it—who provides living space to individuals is now required to register those persons at the place of residence or stay promptly.

For individuals staying in accommodation facilities, registration is carried out by responsible employees via the “E-mehmon” (E-guest) electronic system in a notification-based manner.

Uzbek citizens who permanently reside abroad must register at their place of residence or stay within "10 working days" from the date of entry into Uzbekistan.

Registration of Uzbek citizens at their place of residence can be completed through the following methods:

  •  At the migration and citizenship registration departments of internal affairs bodies;
  •  At public service centers;
  •  Online via the unified portal YAIDXP (my.gov.uz).

It is also emphasized that when registering by place of residence or temporary stay, the "social norm for housing space" must be observed.

As a reminder, it was previously reported that the Law “On the List of Categories of Citizens of the Republic of Uzbekistan — Persons Subject to Permanent Registration in the City of Tashkent and the Tashkent Region” was annulled. A new system for notifying citizens during residence registration has since been introduced.
