President Mirziyoyev’s decree supports entrepreneurs with tax relief measures

In Uzbekistan, efforts to enhance competition within the domestic market and provide tax administration relief for certain entrepreneurs are set to begin. These initiatives are part of the presidential decree “On Measures to Encourage Production, Export, and Entrepreneurial Activities, and Enhance the Efficiency of Trade and Industry Policy,” issued on April 18, 2025.

The decree outlines the following measures to foster a competitive environment in the domestic market:

  • Customs valuation procedures for imported goods will fully comply with the principles and rules established in the 1994 General Agreement on Tariffs and Trade (GATT) and its related Agreement on the Implementation of Article VII.
  • No special customs clearance procedures or preferences, including specific valuation methods, will be allowed during the determination of goods' customs value.

Additionally, mandatory state registration for high-risk products will be abolished. Instead, products will be subject to conformity declaration procedures. Starting May 1, 2025, the process for registering conformity declarations with certification bodies will be eliminated. These declarations will be created and recorded through the Technical Regulation Information System (TRIS).

Food Safety and Regulatory Updates: The Committee on Sanitary-Epidemiological Peace and Public Health will oversee food safety inspections. Beginning August 1, 2025, technical regulations and standards for food products will no longer be mandatory. Instead, sanitary rules, norms, and hygiene standards developed by the Committee and approved by relevant ministries will be directly enforceable.

Mandatory compliance with certain procedures in sanitary, phytosanitary, and veterinary control will no longer be required through the end of 2025. These include:

  • Certification based on laboratory results from sanitary and epidemiological services for local and imported food products.
  • Approval of technical documents for all types of food products, including children’s food, dietary food for therapeutic purposes, additives, and newly developed recipes or technologies, by the Ministry of Health.
  • Obtaining veterinary certificates for plant-based products, textiles, silk, leather goods, toys, sports equipment, and similar items.

From October 1, 2025, the excise tax on white sugar imported without flavoring or coloring additives will be abolished. Legal entities employing 20 or more workers will be allowed to pay property and land taxes, as well as rental payments, in installments on July 15 and December 1, 2025.

On April 18, President Shavkat Mirziyoyev led a videoconference meeting addressing global economic shifts and their impact on Uzbekistan’s industries. The discussed measures aim to adapt and strengthen the national economy.
