87 enterprises in the capital to be relocated outside the city

A total of 87 industrial enterprises are being relocated outside the capital city of Tashkent, the National Committee for Ecology and Climate Change has reported.

According to the committee, the relocation is being carried out in line with Presidential Decree No. 16 dated January 30, 2025, titled “On the State Program for the Implementation of the ‘Uzbekistan–2030’ Strategy in the Year of Environmental Protection and the Green Economy.”

“Systematic measures are being implemented across the country to modernize environmentally hazardous and energy-intensive production facilities and to gradually relocate them outside urban areas.

A special commission is overseeing the relocation of industrial enterprises beyond the capital. The relocation of a single industrial enterprise makes it possible to reduce emissions in the city by more than 226 tons per year,” the committee said.

It was noted that the document предусматривает the development of substantiated proposals, in cooperation with relevant agencies, to relocate enterprises engaged in asbestos and cement production, leather and footwear manufacturing, poultry farming, ferrous and non-ferrous metallurgy, as well as other energy-intensive industries, from Tashkent, Nukus, and regional centers.

Specifically, 87 enterprises operating in Tashkent fall under these criteria. Their relocation is planned to be carried out in stages, on the condition that existing production facilities are modernized and technological processes are brought into compliance with modern environmental standards.

“To ensure the implementation of the assigned tasks, the Special Commission is conducting regular inspection raids at industrial facilities. In particular, the activities of Uzvtorstsvetmet JSC, which specializes in the collection, processing, and production of secondary non-ferrous metals in the Southern Industrial Zone of Tashkent’s Yangihayot district, were inspected. This enterprise is classified as a Category I environmentally hazardous facility.

As a result of an inspection conducted in October 2025, cases of environmental pollution were identified. A mandatory order was issued to the enterprise, and compensation in the amount of 18 billion 91 million 717 thousand 137 soums was calculated for the environmental damage caused,” the statement said.

Based on the decision of the Special Commission and instructions from the National Committee for Ecology and Climate Change, the enterprise will be relocated to an industrial zone in Jizzakh region to prevent further negative environmental impact, and its production activities in Yangihayot district will be suspended.

Using benefits provided for compensation payments, outdated and environmentally harmful smelting furnaces will be decommissioned, and the enterprise will continue operations using technologically advanced equipment that fully meets modern environmental requirements.

As a result of the measures taken, emissions of harmful substances into the atmosphere are expected to be reduced by an average of 226.7 tons per year. This is expected to significantly improve air quality in Tashkent’s Yangihayot district.
