5101Changes have been made to the rules governing public events, as outlined in the Cabinet of Ministers' decision, "On ensuring the safety of citizens during public events, maintaining public order, and strengthening emergency prevention measures."
The decision emphasizes the need for additional measures to ensure citizen safety, maintain public order, and prevent potential emergencies at public event venues, particularly in enclosed spaces.
The amendments to the rules include the following provisions:
When selecting a venue for public events, consideration must be given to whether it provides adequate conditions for ensuring citizen safety, maintaining public order, preventing emergencies, and effectively organizing the evacuation of citizens in case of threats.
Spectators and other participants must be informed about the procedures, routes, and directions for evacuation in emergencies.
Security measures must be taken to control access to the venue, including the installation of physical barriers that restrict vehicle movement at entry and exit points.
Additionally, the amended rules allow the Public Events Control Commission to organize teams, if necessary, to ensure the safe operation of engineering and technical communications, oversee the evacuation of participants, and prevent emergencies during the planning and conduct of public events.
The working group must now monitor not only weather conditions but also forecasts for dangerous natural phenomena and man-made accidents.
Public event organizers are required to take preventive measures against emergencies and, in the event of such threats, to create effective conditions for the evacuation of citizens.
Attendees of public events must avoid causing panic during emergencies, refrain from actions that could hinder evacuation, and comply with the instructions of the event administration, law enforcement bodies, the National Guard, and the Federal Security Service.
The administration of the venue is responsible for ensuring that emergency announcements are developed and communicated through the notification system to prevent panic and actions that could obstruct evacuation (such as crowding in passageways, in front of doors, on stairs, and in other areas).
Permission to hold public events now includes an obligation for the organizer to ensure the availability of technical and special means to manage emergencies related to natural disasters and man-made accidents.
