Uzbekistan to use digital platform for state order of highly educated personnel

3704The state order for highly educated personnel will now be formed through a dedicated electronic platform. This change was introduced by the Cabinet of Ministers' Resolution No. 49, "On Approval of the Regulation on the Procedure for Forming a State Order for Highly Educated Personnel," adopted on January 29.
Under the resolution, the Special Electronic Platform (Platform) will serve as the central mechanism for determining the demand for higher education graduates, ensuring alignment with labor market needs.
Starting from the 2025/2026 academic year, the process will be based on:
- Data collected through the Platform and an in-depth analysis of labor market demand.
- A four-year workforce planning model, with annual adjustments to reflect evolving labor market trends, staffing needs in social institutions, and regional economic demands.
The Platform will integrate key data, including:
- The number of individuals officially employed across economic sectors.
- Employment statistics of graduates from both state and non-state higher education institutions.
- Labor market dynamics, including vacancies and employment rates by sector.
- Information on graduates and higher education institutions registered in the Higher Education Management Information System (NEMIS).
The newly approved regulation outlines:
- Procedures for data collection, processing, and submission of the state order to higher authorities.
- The methodology for identifying employer demand for highly educated personnel.
- Criteria for prioritizing workforce needs to ensure balanced economic sector development.
The State Commission for Admission to Educational Organizations will receive workforce demand forecasts and state order parameters for the four-year period by May 1 each year for final approval. This structured approach aims to improve workforce planning, enhance employment outcomes for graduates, and strengthen the link between higher education and industry needs.
