Mirziyoyev signs the decision on the celebration of the 31st anniversary of Independence

The president of the Republic of Uzbekistan signed the decision "On preparing for the thirty-first anniversary of the state independence of the Republic of Uzbekistan and holding it at a high level."

The state independence of the Republic of Uzbekistan, which was achieved on 31 August 1991, with the great courage and perseverance of our people, is a great historical event that will never be forgotten in our many thousand-year history, the value and importance of which will increase with the passing of years and centuries.

It is national independence that creates a solid foundation for our country's worthy place in the world community, the construction of a legal democratic state and a free civil society, including the implementation of large-scale reforms in various spheres and sectors of life, and is the main source of all our achievements and milestones.

Especially in recent years, with the extremely difficult and complicated situation caused by the Coronavirus pandemic and the economic crisis, fierce competition, various contradictions and conflicts in the world, along with the selfless work of our brave and noble people, it is necessary to emphasize that we are building New Uzbekistan and we are achieving important results in the world.  These achievements are recognized by the international community, and most importantly, the way of thinking and worldview of our compatriots has changed and they are feeling the effects of the reforms in their daily lives.

While the implementation of the development strategy of New Uzbekistan for 2022-2026, strengthening the accomplishments already achieved, raising the fundamental reform processes to a new level, bringing human rights and interests, their value, honor, and pride to the leading position became the priority purposes, maintaining peace and stability in our country, ensuring the territorial integrity and indivisibility of our country, the inviolability of our borders, and striving to strengthen inter-ethnic harmony, religious tolerance, and solidarity is an incomparable force that unites our multi-ethnic nation and mobilizes it to higher goals.

Taking into account the great importance and essence of our independence in the hearts of our people, especially the younger generation, to develop feelings of love and loyalty to the Motherland, to transform our country into a free, prosperous, and flourishing country in all respects, and to properly welcome the thirty-first anniversary of the independence of the Republic of Uzbekistan and in order to celebrate this auspicious day on a grand scale:

1. The following:

• The composition of the republican commission (hereinafter referred to as the republican commission) on preparing for the thirty-first anniversary of the state independence of the Republic of Uzbekistan and holding it at a high level is formed in accordance with Appendix 1;

• To approve the program of organizational-practical, spiritual-educational activities and promotion-campaign work, embodying the main idea "The nation is divine, the human is divine in New Uzbekistan" in accordance with Appendix 2.

2. Republican Commission (A. Aripov):

• To ensure the effective implementation of the measures provided for in the program and the wide celebration of Independence Day in the Republic of Karakalpakstan, regional centers, and the city of Tashkent, as well as in all cities and districts, villages, and remote civilian gaterings;

• To hold educational meetings dedicated to Independence Day, open dialogues and conversations, literary and artistic evenings, exchange of views on current topics, cultural events among the broad sections of the population in all regions, famous representatives of science, to organize propaganda groups consisting of creative intellectuals, culture, and art figures and to organize their activities based on a specific plan;

• To regularly listen to the reports of the heads of each region, ministry, and office on how the specified measures are being implemented.

3. Screenwriters and directors, writers and poets, composers and ballet masters, stage artists, talented young performers with high skills and experience in public performances to prepare holiday programs which will be held in the Republic of Karakalpakstan, regions, and Tashkent city, creative groups consisting of representatives of status and art of giving should be widely involved.

4. In order to hold Independence Day at a high level, special attention should be paid to the following issues:

• expressing the fundamental democratic reforms implemented in our country in recent years, and the positive changes taking place in the life, heart, and mind of our people in impressive ways;

• conveying to the general public the importance of the work being done to further strengthen the environment of harmony and tolerance between representatives of different nationalities and religious denominations, to ensure a peaceful life in society, with the help of in-depth analysis and specific life examples;

• organizing spiritual and educational events that encourage people to live with a sense of gratitude, appreciate the peaceful and free life of today, and glorify human dignity;

• to show the positive results of our programs aimed at improving the standard and quality of life of the population, providing constant attention and care to young people, women, representatives of the elderly generation, and people in need of social protection;

• on the occasion of the holiday, supporting veterans of the Second World War, representatives of the elderly generation, receiving information about the condition of people who are included in the "Iron Book", "Women's Book", "Youth Book" and in need of help, providing them with unbiased help of charitable activities.
5. Ministry of Culture (O. Nazarbekov):

• Together with the Republican Center for Spirituality and Enlightenment (M. Hojimatov) and the Writers' Union (S. Saidov), to develop the program and script of a theatrical concert performance dedicated to Independence Day in Tashkent for a week;

• To take steps to prepare this concert at a high ideological and artistic level, involving experienced artists and highly qualified specialists.

6. To hold at a high level the traditional exhibitions "The Greatest, The Dearest", "The Motherland in the Shine of Colors", "Let's Live for the Motherland!" together with the Ministry of Culture (O.Nazarbekov), Academy of Arts (A.Nuriddinov), Union of Writers (S.Saidov), Union of Journalists of Uzbekistan (O.Usarov), Creative Union "Tasviriy Oyna" (I.Latipov)and other organisations.

7. It should be noted that the festive events are:

• In the Republic of Karakalpakstan and regions - at the expense of additional sources of relevant local budgets and sponsorship donations;

• In the city of Tashkent - it is financed in equal shares from the budget of the republic and the local budget of the city of Tashkent in accordance with the cost estimate approved by the Republican Commission.

8. The National Television and Radio Company of Uzbekistan (A. Khadjayev), National News Agency of Uzbekistan (A. Kuchimov), "Dunyo" news agency (S. Suyarov), National Media Association of Uzbekistan (Sh. Kudratkhodja) and other mass media should be recommended to prepare for the thirty-first anniversary of the independence of the Republic of Uzbekistan and cover the ongoing work on its implementation.

9. The prime minister of the Republic of Uzbekistan A.N. Aripov, and advisor to the president of the Republic of Uzbekistan A.A. Abduvokhitov, shall be entrusted with the supervision of the implementation of this decision.
