On September 11, a presidential decision titled "On measures to further improve the state management system in the field of urban planning activities and to approve programs for the development of urban planning documents for settlements in 2023-2027" was adopted.
According to this decision, the following levels of documents will be developed for regional urban planning:
• At the first level, the main scheme for planning the development of the territory of Uzbekistan will be established. This scheme defines the competitive advantages of the regions and the drivers of sustainable development. Additionally, planning schemes for the regions of the Republic of Karakalpakstan and the development strategy for agglomerations will be formulated.
• At the second level, master plans for cities (towns) and development schemes for rural settlement areas will be developed based on the integration of cities and suburban zones in terms of urban planning.
• At the third level, master plans or detailed planning projects will be created. These plans encompass urban development, socio-economic considerations, ecological aspects, and other project solutions aimed at addressing specific regional challenges.
Furthermore, a state institution known as the Republican Center for the Development of Urbanization and Town Planning Documents has been established under the Ministry of Construction and Housing and Communal Economy. This center is responsible for maintaining the State Urban Planning Cadastre.
By July 1, 2024, the electronic platform "Mening hududim" is expected to be fully developed and operational. The platform will enable the integration of public opinion surveys and a voting mechanism into the process of developing urban planning documents and settlement master plans.
