Official dismissed for indulgence and misconduct

Last week, Dilshod Usmonov, Head of the Mirzo Ulugbek District Tax Inspectorate in Tashkent, was dismissed from his position for engaging in favoritism and indulgent behavior in the course of his official duties, and a criminal case was initiated against him. This was announced today, January 27, during a videoconference meeting chaired by President Shavkat Mirziyoyev, held at the Security Directorate under the Main Department of Internal Affairs of Tashkent City.

It was noted that the hidden and unobserved economy in Tashkent has reached 60 trillion soums, resulting in annual budget losses of 7.5 trillion soums.

As a result of excise tax payers concealing production and sales volumes alone, 66 billion soums in taxes were evaded.

During the meeting, it was stated that the work of the capital’s tax authorities in combating the hidden economy and improving tax administration is absolutely unsatisfactory. For example, nearly 30,000 value-added tax payers have not paid a single soum of VAT, or one quarter of cash registers in trade, services, and public catering are not being used.

It was pointed out that some tax officials are engaged in providing “patronage” to so-called “entrepreneurs” instead of increasing revenue. For instance, inspections conducted in the city revealed that 70 billion soums in taxes had not been assessed. Over the past two years, 19 employees of the city’s tax authorities have been held criminally liable for corruption, causing damage of 27 billion soums to the state budget.

Last week, Dilshod Usmonov, Head of the Mirzo Ulugbek District Tax Inspectorate, was dismissed and a criminal case was initiated against him. He had leased part of the tax inspectorate building for personal purposes and embezzled 315 million soums, and was involved in favoritism and indulgent behavior in his official activities.
