Legislative updates: Mahalla chairmen’s term extended

In Uzbekistan, the term of office for chairmen of citizens' assemblies, commonly known as mahallas, will be extended from three to five years. This update is outlined in the draft law "On Amendments and Addenda to Certain Legislative Acts of the Republic of Uzbekistan," which was reviewed and adopted in its third reading today, January 14, by the Legislative Chamber of the Oliy Majlis.

The draft law introduces several key provisions:

- Extends the term of office for mahalla chairmen from three to five years.
- Establishes a process for electing chairmen to a five-year term, including holding elections to fill vacancies resulting from early terminations.
- Transfers the authority for electing mahalla chairmen from the Senate Council of the Oliy Majlis to the Jokargi Kenes of the Republic of Karakalpakstan and the regional and Tashkent City Councils of People's Deputies.
- Delegates the responsibilities of the Republican Commission for Assistance in the Organization and Conduct of Elections of Chairpersons of Citizens' Assemblies to regional and local commissions, including those of the Republic of Karakalpakstan, regions, and Tashkent City.
- Renames the Councils for Coordination of the Activities of Citizens' Self-Government Bodies at various levels as Councils for Support of Mahallas.

The adoption of this law aims to enhance the organization and efficiency of mahalla chairmen and the election commissions that oversee their appointments. It is anticipated that the newly defined responsibilities for the mahalla support councils at all administrative levels will lead to better management of elections and ensure the timely filling of vacancies for chairmanship positions.

Deputies of the Legislative Chamber approved the draft law in its third reading during today’s session. The reform underscores the government’s commitment to strengthening local governance structures and empowering mahallas, which play a crucial role in Uzbekistan’s socio-political landscape.
