Requirements for mobile sellers are simplified

The decision of the Cabinet of Ministers of Uzbekistan "On the introduction of changes and additions to the decision "On the wider introduction of modern information technologies to the activity of mobile sellers and measures to regulate the activity of retail trade through vending machines" was adopted.

In accordance with the decision, land plots allocated to state bodies and organizations, including improvement and road organizations, citizens' self-government bodies with the right of permanent use and temporarily unused, as well as land plots in the district (city) reserve "K — up to 3 years for entrepreneurs to place a mobile sales object on the electronic trading platform "E-auction" through the "SAVDO" system (up to 3 years for portable refrigerators of light construction used for storing agricultural products) up to 10 years), can also be rented for the installation of seasonal cafes.

The category of mobile sale facilities includes trays, pallets, shopping carts, counters, auto stores, trailers, tankers, food trucks, toners, vending machines, mobile containers, light constructions with an area of no more than 100 square meters, and so on. Other similar commercial facilities are scheduled to enter.

Also, if earlier it was possible to sell food sold in units without seating, now it is allowed to set up small kitchens.

For reference, a small kitchen is an enterprise that provides quick service to consumers with easy-to-prepare meals and snacks, as well as hot and cold drinks.

ccording to the type of products sold, small kitchens can specialize in the following: the kebab shop, pilaf shop, somsa shop, sausage shop, dumpling shop, cheburek shop, pie shop, pancake shop, and so on.

At the same time, the following activities are allowed in mobile seller facilities:

• storage and sale of cultivated agricultural products in portable refrigerators of light construction;
• rental and repair services of light vehicles (car, bicycle, moped, scooter, etc.);
• charging electric cars;
• hairdressing services;
• beautician services;
• shoe repair service;
• household appliances repair service;
• key making service.
Placement of mobile seller’s objects is not allowed in the following places:
• in administrative buildings;
• at public transport stations;
• less than 15 meters before pedestrian crossings.

Also, the ban on using or renting registered mobile seller facilities or their part to another person is being canceled (use or renting is carried out in the special automated information system of the State Tax Committee).

An empty mobile selling space located adjacent to a catering organization or at a distance of no more than 5 meters can be rented for providing additional services in the catering or trade sector without an electronic online auction.

Assistants of the governor, individuals and legal entities have the right to include the mobile selling place in the "K - SAVDO" system. In this case, the individual who has been declared the winner must undergo state registration as a business entity within 5 working days.
