On January 31, Uzbekistan's President made a decision to expand the network of non-governmental general secondary education organizations and enhance opportunities for involving business entities in this endeavor.

As of January 1, 2025:

- The Central Bank will compensate the interest exceeding the bank's base rate, up to 1.5 times it, for loans up to 20 billion soums in national currency, provided by commercial banks for non-state general secondary education organizations.
- Entities constructing new buildings or engaging in general secondary education activities in their structures for these organizations will have 50% of utility costs covered for a 5-year period.
- Until January 1, 2030, legal entities can deduct expenses related to constructing non-state general secondary educational institutions from their own funds over two years when calculating profit tax.

Local governments will annually:

- Determine acceptable land plots by March 1.
- Submit the address list of land plots, totaling at least 50 hectares, to the Government for approval by April 1.
- Issue land plots for "E-auction" auctions based on approved addresses by May 1, with unsold plots subjected to repeated auctions after 3 months, using a step-by-step reduction mechanism of the initial price up to 50%.
