Procedure for classifying families as “low-income” defined

In Uzbekistan, families will be categorized based on their socio-economic status into “families under state support,” “low-income families,” and “families at the poverty threshold.” This is outlined in a presidential decree adopted on December 26 titled “On Measures to Fundamentally Improve the System of Providing State Social Support to Socially Vulnerable Population Groups.”
According to the decree, starting from February 1, 2026, a Unified Social Register will be maintained on the basis of the “Unified Social Protection Register” and the Register of Low-Income Families.
The Social Register will operate within the “Unified National Social Protection” information system and will serve to identify families (individuals) eligible for state social support measures and to assess their socio-economic status.
Based on their socio-economic conditions, families included in the Social Register will be classified into the categories of “families under state support,” “low-income families,” and “families at the poverty threshold.”
The following procedure will be applied to determine the categories of families included in the Social Register:
Families whose members are unable to work or have limited capacity to work, and whose total average monthly income per family member is below the minimum consumer expenditure level, will be classified as “families under state support.”
Families whose members are able to work or have the capacity to work, but whose total average monthly income per family member is below the minimum consumer expenditure level, will be classified as “low-income families.”
Families whose total average monthly income per family member ranges from one to 1.5 times the minimum consumer expenditure level will be classified as “families at the poverty threshold.” This category includes families removed from the “families under state support” or “low-income families” categories, as well as families recognized as being in difficult life circumstances based on recommendations from the “mahalla seven” council, as defined in the decree.
