On August 24 of this year, the lecture of Ishaqjon Begmatov, imam of the “Imam Termizy” mosque in Tashkent, on taxes and the use of cashback applications caused intense debate.  The Office of Muslims of Uzbekistan expressed its opinion regarding this situation.

“It should be noted that the views of Ishaqjon Begmatov do not represent the attitude of the Office of Muslims of Uzbekistan at all, but are his personal opinion expressed arbitrarily.  The Fatwa Center of the Office of Muslims of Uzbekistan has studied this type of activity in detail, and previously issued a fatwa twice about the permissibility of funds, rewards or bonuses received through applications such as cashback.  It is stipulated that gharar (cheating) and ribo should not be involved in this,” says the relationship.

Tax is one of the foundations of the economy, and it is used to finance the necessary facilities for the population, such as social protection, charity work, kindergarten, school, defense, as well as the construction of important structures for many people, such as roads, bridges and hospitals, and pensions.  , allowances are made from tax revenues.

Taxes have existed in every time and place.  In the religion of Islam, voluntary donations include gifts and almsgiving, while obligatory donations include zakat, ushr, almsgiving, fidya, and jizya.  In the history of Islam, such collections were used to run government affairs, support the needy, provide security, build bridges and similar structures that benefit people.

Also, according to the statement, the Office of Muslims of Uzbekistan has regularly called on religious workers to respect the requirements of the law.  In the documents previously directed to the implementation by the Office of Muslims of Uzbekistan, it is strictly stipulated that imams must comply with the requirements of the current legislation, adhere to their labor obligations and not make speeches that cause controversy.

“Unfortunately, it turned out that Ishaqjon Begmatov violated the requirements of regulatory documents and did not follow the orders, internal rules and labor obligations in this direction.  Based on the above, the Internal Control Commission of the Office of Muslims of Uzbekistan will review the behavior of Ishaqjon Begmatov, the imam of the “Imam Termizy” mosque in Tashkent on August 25 of this year,” the statement added.
