Privileges are granted to Civil Society Institutions

President Shavkat Mirziyoyev has signed a decree aimed at enhancing the state support system for civil society institutions. This was announced by the President's press secretary, Sherzod Asadov.

“At this stage of our country's development, the decree outlines six key directions for state support that will strengthen the role of civil society institutions,” the statement said.

The President endorsed institutional changes to improve the quality and transparency of the selection process for state grants and social orders.

According to the document, a public fund to support civil society institutions and its regional divisions will be established under the parliament, ensuring the targeted implementation of social projects and reducing bureaucracy.

“A unified electronic platform will be launched to ensure the transparency of all processes related to the allocation of state subsidies, grants, and social orders to civil society institutions,” the report stated.

The decree introduces several mechanisms to foster social partnerships:

  • Every year, state bodies will conduct open dialogues with representatives of social order contests and civil society institutions.
  • State bodies are now authorized to finance social partnership projects initiated by civil society institutions up to 1,000 times the Basic Calculation Amount (BHM) without requiring tenders.
  • The Government will annually adopt a program to involve civil society institutions in the implementation of socio-economic development programs based on social partnerships.

To promote socially significant activities, the decree grants the following privileges to civil society institutions:

  • Income tax and social tax rates will be reduced by 50% for three years within the framework of state grants and social order projects.
  • Starting from January 1, 2025, the state fee for registering organizations for disabled people, veterans, women, and children will be halved.
  • The non-taxable amount of charitable donations to individuals in need of social protection will increase from the current 15 million soums to 34 million soums (100 times the Basic Calculation Amount).
