An employee from the Internal Affairs Department beat a citizen who was drunk in Fergana

A video showing an employee of the Internal Affairs Department beating a citizen in Fergana was circulated on social networks.  The Department of Internal Affairs of the region gave information about this situation.

It is noted that on 4 November of this year, preventive inspectors of the IIB of Kuva district, M.T. and S.J. in the area of "Pastki Khoja Khasan" neighborhood citizen O.Y.

as seen violating public order in a drunken state.  They wanted to take him to a medical examination to clarify his identity and determine his state of intoxication.

 However, the citizen disobeyed the legal demands of the staff of the Internal Affairs Department of O.Y. and actively resisted.


Employees are approved by Article 23 of the law "On Internal Affairs" and the instruction of the Minister of Internal Affairs "On the procedure for the use of physical force, special tools and firearms by employees of internal affairs bodies.  According to the requirements of the order No. 55, he used a special tool - a rubber stick (truncheon) against O.Y.

Consequently, this case was duly registered on the same day O. Y’s documents were drawn up based on Articles 183 and 194 of the Code of Administrative Responsibility.

When the citizen O.Y was interviewed, he said that he was drunk that day and regretted his actions towards the employees.

Currently, a service inspection has been appointed regarding the actions of the prevention inspectors M.T. and S.J.
