Under-14 participation in educational programs now needs parental approval

In Uzbekistan, individuals under the age of 14 can now participate in educational activities as listeners only with the written consent of their parents or legal representatives. This requirement is outlined in the regulation “On the Procedure for Implementing Educational Activities,” approved by the Government Resolution on February 11.
Educational activities are designed to develop personal, intellectual, and spiritual growth, enhance social and economic activity, and showcase creative potential. These activities are considered separate from state educational standards.
The regulation defines the organizational and legal frameworks for educational activities, including:
- Organizational and Legal Requirements: Outlining who can conduct educational activities and the necessary qualifications.
- Forms of Educational Activities: Including lectures, seminars, master classes, courses, marathons, round tables, and more, conducted either in-person or online, individually or in groups, and offered either free or for a fee.
- Implementation Procedures: An educational program must be developed if minors are among the participants.
- Rights and Obligations: Defining the rights and responsibilities of participants and outlining prohibited actions during educational activities.
Educational activities can be conducted by establishing a legal entity or registering as an entrepreneur. When offered on a paid basis, agreements must be made in written or electronic form.
This new requirement for parental consent ensures that minors' participation in educational activities is properly regulated, providing parents with greater control over their children’s educational experiences.
