Civil servants are prohibited from opening bank accounts and buying real estate abroad

It is prohibited for civil servants to engage in business, be founders of a business entity, open bank accounts outside Uzbekistan, or acquire real estate abroad.  This is established in the law “On State Civil Service” signed by the president of Uzbekistan Shavkat Mirziyoyev on 8 August.

The Act establishes the procedure for the performance of civil service in State bodies and public administration in this area, as well as the legal status of civil servants.
The Labor Code shall apply to relations not regulated by this law during the civil service of the State.

A civil servant has the right to refuse to perform illegal tasks and demands of his superior and to be protected by the state in reporting corruption.

A state servant is obliged to make the declaration of his income and property.

The Civil Service Development agency keeps a register of state civil service posts approved by the president.

Citizens of Uzbekistan who are proficient in the State language and who meet the relevant qualification requirements are admitted to state service.

State servants work a five-day week and a maximum of 40 hours per week.

The remuneration of civil servants consists of the following parts:

• basic position salary;
• additional payment for many years of service;
• additional payment for qualification level;
• bonus for achieving the most important performance indicators;
• incentive payments at the end of the reporting period.

Disciplinary punishments in the form of demotion are applied to civil servants, along with fines and dismissal.

Civil servants are given annual basic leave of not less than 27 days.

The law will enter into force 3 months after its official publication.
