3915New administrative responsibilities have been introduced for offenses involving scooters and personal mobility vehicles in Uzbekistan. The Senate approved the law "On Amendments and Additions to the Code of Administrative Responsibility of the Republic of Uzbekistan" during its 57th plenary session on September 20.
The changes aim to enhance road safety and include the following key points:
- Traffic Violation Reporting: Information about traffic violations must be sent to the Traffic Safety Service within 48 hours, or the driver will not be held administratively liable.
- Exemption for Emergency Vehicles: The requirement for ambulance and fire rescue units to provide documents confirming the performance of official duties is canceled.
- Liability for Scooter Offenses: Administrative liability is now established for offenses committed using scooters, mopeds, bicycles, and wheelbarrows. This includes driving these vehicles and transporting people on scooters or personal mobility devices.
- Fines by Road Patrol Officers: The authority of road patrol officers to impose fines on violators on the spot is being canceled.
- Truck Lane Violations: Trucks driving in the far-left lane of the road (except in permitted cases) will face administrative liability.
The law responds to concerning traffic accident statistics: in the first 7 months of 2024, 303 traffic accidents involving trucks resulted in 108 fatalities and 227 injuries.
