The draft of the Presidential Decree on the implementation of the development strategy of Uzbekistan for the period of 2022-2026 in the "Year of human attention and quality education" was submitted for public discussion.

According to him, the draft of the current 2023 State Program envisages the following:

• Starting from the 2023-2024 school year, all regions of the republic and the city of Tashkent will provide free meals to elementary school students;

• Starting from 1 April 2023, the monthly salaries of teachers of 27 professional educational institutions will be increased by 20% and will be equal to 3 million soms on average;

• Starting from 1 June 2023, the maximum speed of vehicles in all settlements of the republic will be reduced from 70 kilometers per hour to 60 kilometers per hour;

• to further strengthen the legal protection of business entities and liberalize their liability, a one-year moratorium will be established on the introduction of new types of liability and punishment measures against business entities from 1 March 2023;

• In 2023, the annual volume of new housing construction in 53 "New Uzbekistan" areas and 161 other areas, including private contracting organizations, will be doubled to 90,000;

• Sufficient funds will be allocated from the State budget to provide mortgage loans based on market principles to 26,000 citizens, as well as subsidies to cover part of the initial contribution and interest payments to 11,000 citizens;

• In 2023, 8 trillion soms will be allocated from the State budget for financing projects formed based on public opinion, of which 4 trillion soms will be allocated for the "Prosperous village" and "Prosperous neighborhood" programs;

• From 1 July 2023, through the implementation of the "Neighborhood Budget" system in all districts and cities, up to 800 billion soms will be allocated to the neighborhoods to independently solve their problems and implement social projects;

• It is determined that technical conditions are not required to connect solar, wind, and bio-gas power plants with a capacity of 20 kW and below to low voltage (0.23-0.4 kV) power networks;

• From 1 September 2023, budget organizations will be obliged to install solar panels and hot water collectors, and until 2026, 60 percent of the energy consumption of their buildings will be gradually transferred to "green energy".

The public discussion will continue until 17 February, and every citizen can participate in it.
