Starting from October 1, 2025, several legislative changes will come into effect in Uzbekistan. QALAMPIR.UZ has compiled some of the key updates below.
Driver’s license will be required to operate mopeds and scooters
From October 1, operating a moped or scooter in Uzbekistan will require a license plate and a driver’s license. Previously, it had been stipulated that starting from March 1 this year, a driver’s license of the relevant category would be required to operate these vehicles.
According to the Cabinet of Ministers’ resolutions adopted on July 8, 2024 (“On approving the temporary regulation on the procedure for registering used mopeds and scooters”) and August 9, 2024 (“On amendments and additions to certain decisions of the Government of the Republic of Uzbekistan in connection with improving the system of teaching foreign languages to young people”), new requirements for mopeds and scooters were initially planned to be introduced from March 1.
These requirements include mandatory state registration, obtaining license plates, and having a category “A” driver’s license to operate the vehicles.
Auction sales of “beautiful” license plates will be canceled
From October 1, 2025, the Uzbek Commodity and Raw Materials Exchange will stop auction sales of premium vehicle license plates. Instead, selected plates will be issued for a single fixed payment, the amount of which will be determined by the state unitary enterprise “Uzavtomotobelgi.” This is stated in the Cabinet of Ministers’ decision adopted on September 4 this year, “On measures to simplify the procedure for issuing vehicle registration license plates.”
From January 1, 2026, the practice of issuing premium license plates for vehicles through auctions at increased rates will be abolished.
According to the new procedure, starting January 1, 2026, individuals and legal entities will be able to select any available combination of letters and numbers from a continuously updated open online database based on direct electronic applications.
This database will be accessible through information systems such as infokiosks located in the registration departments of the Ministry of Internal Affairs, the mobile app of the Road Traffic Safety Service, the official website of the traffic police, and the Unified Interactive Public Services Portal.
“Football Field in Every Mahalla” program to be introduced
From October 1, 2025, the “Football Field in Every Mahalla” program will be implemented to build football fields in local communities. This is stated in the presidential decree adopted on August 21 this year, “On measures to further digitalize and popularize football in Uzbekistan.”
Under this program:
- Vacant state-owned land plots in neighborhoods will be put up for electronic online auction, with the condition that part of the site must be used to build a football field and that its intended use cannot be changed for at least 10 years.
- Winners of the electronic auctions will be granted the right to use and manage the remaining part of the purchased state property (land plot) in accordance with the law.
- If the state property (land plots) offered for electronic auction is not sold within three months, the starting price will be gradually reduced by 10%, but no more than 50%, and buyers will be allowed to pay in installments over up to three years.
Changing the intended use or selling state-owned football fields and stadiums will be strictly prohibited.
Judicial Justice Academy to be established
On August 21, 2025, the President signed a decree “On measures to radically improve the system of training highly qualified personnel in the field of justice.” It provides for the establishment of the Judicial Justice Academy based on the Supreme School of Judges under the Supreme Council of Judges.
According to the decree, from October 1, 2025:
- Candidates for judicial positions will undergo a six-month professional retraining course at the academy funded by the state.
- Those admitted to the course will retain their current positions throughout the training period.
- During their studies, trainees will receive a monthly stipend equal to the salary fund for one month of work as a judge’s assistant.
- Admission to the course will be based on a competitive selection process consisting of psychological and foreign language tests, a written exam, and an individual interview.
Based on the results of the final certification exam, graduates will be eligible to participate in competitions for vacant judicial positions upon submitting an application.
Trainees who fail to complete the program or pass the final certification exam, as well as graduates who do not apply for a vacant judicial position within three years or refuse an offered position, will be required to repay the full amount of the stipend received.
Customs clearance of goods through a “Single Window”
All certificates, conclusions, and permits related to the import, export, and transit of goods will be processed exclusively through the “Single Window” customs information system.
Subsidies and grants will be issued via social cards
Subsidies, grants, and loans provided to citizens in cash from the State Targeted Fund for Poverty Reduction will gradually be distributed via social cards.
“Green Certificate” will be mandatory
Technological processes related to activities classified under categories I and II of environmental impact must possess a valid “Green Certificate.”
The presence of a valid “Green Certificate” will be a mandatory requirement for issuing a certificate of conformity for products manufactured in Uzbekistan that must comply with technical regulation standards.
For business entities that sign a contract for environmental certification of technological processes by July 2026, the certification process will be carried out free of charge.
