Fines for illegal trade in pyrotechnics to be increased

Uzbekistan is strengthening measures against the illegal sale of pyrotechnic products. Under the new law, fines for such violations have been significantly increased, with the minimum fine set at 15 times the basic calculation amount (BCA), or 6.18 million soums, and the maximum at 25 times the BCA, or 10.3 million soums.

The Law “On the Circulation of Pyrotechnic Products,” adopted by the Legislative Chamber on July 29, 2025, and approved by the Senate on November 1, has entered into force. The main purpose of the law is to legally regulate relations related to the circulation of pyrotechnic products and to ensure public safety.

Under the law, amendments were introduced to Part One of Article 185-1 of the Code of Administrative Responsibility. Specifically, the wording “from five to twenty times” was replaced with “from fifteen to twenty-five times” in the sanctions provision.

Accordingly, under Article 185-1 of the Code of Administrative Responsibility, individuals who commit this offense will now face fines ranging from 15 times the BCA (6.18 million soums) to 25 times the BCA (10.3 million soums). Under the previous version, fines ranged from 5 to 20 times the BCA.

The law defines pyrotechnic products as devices designed to produce optical, acoustic, electrical, and other visual effects through the combustion or explosion of their components. Depending on the level of environmental impact, pyrotechnic products are classified into hazard categories from I to V.

Pyrotechnic products classified as hazard category I—such as sparklers, tabletop fountains, and party poppers with a hazardous radius not exceeding 0.5 meters—are explicitly permitted for free circulation. There are no restrictions on the production, storage, use, or other activities related to pyrotechnic products in this category. Pyrotechnic products classified under hazard categories II to V are prohibited.

The law will enter into force three months after its official publication, starting from January 13.
