In Uzbekistan, electricity payment services have been temporarily restricted for more than 151,000 subscribers due to unpaid household waste collection fees. The information was reported by the Agency for Waste Management and Circular Economy Development.
According to the agency, as of January 16 this year, a total of 873,990 subscribers across the country were notified via SMS messages sent from the 2100 short code of Regional Electric Power Networks JSC regarding outstanding debts related to waste collection services. The total amount of unpaid receivables stood at 87.5 billion sums. Subscribers were given five days to settle their debts, during which payments totaling 7.4 billion sums were made.
In addition, nationwide restrictions were imposed on electricity payment services for 151,202 subscribers who had accumulated household waste service debts amounting to 14.8 billion sums. These restrictions will be lifted immediately once the outstanding debts are fully settled.
For reference, payment discipline in the field of waste collection and removal services is regulated under the law “On Amendments and Additions to Certain Legislative Acts of the Republic of Uzbekistan Aimed at Strengthening Payment Discipline in the Provision of Waste Collection and Removal Services.” Under this law, information on indebted subscribers is transferred by the third day of each month from the Tоза Макон electronic billing system of the Waste Management Agency to the billing system of Regional Electric Power Networks JSC.
This procedure does not apply to debts incurred before June 30, 2025. Starting from July 1, 2025, the mechanism has been applied to debts formed for waste collection services, with enforcement beginning on November 5 of the current year.
