Uzbekistan introduces new position in embassies to address transport issues

In a bid to enhance its state management in the field of transport and facilitate administrative reforms, Uzbekistan has announced the introduction of a new position in its embassies. The position of "Consultant on Transport Issues" will be established in several foreign countries, as stipulated in the recent decree signed by President Shavkat Mirziyoyev.

According to reports, this new position will be initially implemented in Uzbekistan's embassies located in the People's Republic of China, the Republic of Kazakhstan, the Republic of Azerbaijan, the Islamic Republic of Iran, and the Republic of Latvia.

Furthermore, the decree also established the following entities under the Ministry of Transport:

– Transport Control Inspection: This body will serve as a vital executive power institution responsible for overseeing various transport sectors, including automobile, railway, water, electric transport, metro, and road management.

– Institute of Retraining and Advanced Training of Transport Personnel: This institute will focus on enhancing the skills and knowledge of transport personnel, ensuring they are equipped to meet the evolving demands of the industry.

– Interdepartmental Council for the Development of Transit Potential of the Republic of Uzbekistan: This council aims to facilitate the growth and development of Uzbekistan's transit potential through collaborative efforts among relevant departments.

The transport control inspection holds several powers to fulfill its assigned tasks. These include:

– Handling administrative offenses related to cargo and passenger transportation, railway, water, electric transport, metro, and road management.
– Conducting inspections at stationary and mobile checkpoints to examine motor vehicles suspected of violating cargo and passenger transportation regulations, utilizing visual surveillance or specialized devices.

Moreover, a draft decision is expected to be developed by September 1, 2023, to introduce carrier ratings. This initiative aims to improve the quality of public transport services, enhance their attractiveness, and foster a healthy competitive environment within the industry.
