“Get out of the hall, hand in your ID cards.” How did Umurzov dismiss governors who crossed the limits?

As reported earlier yesterday, 27 September, a meeting of video selector was held under the chairmanship of the head of the president’s administration of the Republic of Uzbekistan Sardor Umurzakov.  In this meeting Bakhtiyor Otamurodov, director of the agency “O’zbekchorvanasl” (Uzbekistan livestock breed) and khokims of 5 districts were dismissed from their posts.  To’ra Bobolov, the governor of the Surkhandarya region, was sentenced to a fine for insulting the prosecutor and illegally interfering in his case.

The audio recordings of what Umurzakov said at the meeting were distributed on social media.  He was dissatisfied with the performance of governors and officials who cannot give up self-indulgence and whose feet crossed the limits.  According to Umurzakov, such holders of positions defame the name of the presidential team.
The Chairman of the president’s administration addressed all the dismissed khokims (governors), and told them about their errors and mistakes, and ordered them to leave the meeting and hand in their IDs.

“Please, the officials I mentioned, come to the microphone: khokim (governor) of Andijan district Egamberdiyev, khokim of Asaka district Alikhanov, khokim of Pakhtaabad district Usmanov.  So, Mr. Egamberdiev, the Governor of the Andijan region, were you not sitting on the terrace during the selector?  Everyone saw this, we were shamed around the world.  You had an excuse to sit on the porch and to keep the distance. Why did you allow the sector leaders to sit next to you if you wanted to keep distance at that time?  What do you mean by disrespect to citizens, is it arrogance?  This has led to heated discussions and objections throughout our society and social networks. You discredited not only yourself, not only the administration of the Andijan district, but the entire state system, the team of the president.  That is why today our esteemed president has made a decision, firstly, you will be relieved of your position today, and secondly, your activities will be judged by the court.  Step out of the hall.

Alikhanov, governor of the Asaka district, by 56 decisions 2,390 hectares of land were illegally allocated.  In 2021-2022, 15 criminal cases involving illegal land cases were initiated over a year and a half.

That is why today you will be dismissed from your post by the decisions of the respected president.  Get out of the hall, you have no right to sit in this room.
Governor of Pakhtabad district Mr. Usmanov, within the program “Every family - entrepreneur” the farm “Barlos asali” (honey of Barlos) has been granted 291 preferential loans in the amount of 4 billion 8 million soms for animal husbandry.  It is now ascertained whether sheep have indeed been delivered to citizens and under other circumstances, a separate investigation is underway.  Two other cases with the evidence of the photos, and the audio recordings are on my desk.  Today, by order of our respected president, you are relieved of your post, leave the hall," – Umurzakov said.

He appealed to the khokim of Andijan region (oblast) Shukhrat Abdurakhmanov and ordered him to promptly solve the issue of three governors of the districts relieved of their posts and to take away their ID cards before leaving the hall:

“Shukhratbek Kusakbayevich, now you will quickly resolve the matter of these three governors.  Before they leave the building, take their identity cards, throw them dishonorably out of the building, and do not let them come back anymore”.

Umurzakov also said that the Governor of the Fergana district Mominov was relieved of his post, and stressed that criminal proceedings had been initiated against him.

“Mr. Mominov, the governor of the Fergana region, come to the microphone, you know perfectly well that a separate criminal case has been initiated in your district, and decisions have been taken to allocate land.  You know very well what happened with the annexation of more than 25 hectares of fertile land.  Mr. Mominov, you do not have to write, close the notebook and put the pen in your pocket.  According to today’s decision of our esteemed president, the Governor of Fergana region Mominov has been relieved of his post, I ask you to leave the hall.  Khayrulla Khayitbovich (Khayrulla Bozorov, Governor of Fergana Oblast (region) - ed.), he (Mominov) must hand in his ID card. Whether this will be a criminal prosecution or not, we will discuss in two weeks”, Umurzakov said.

According to him, the governor, appointed six months ago, has already stained his name.

“Governor of Nurabad district, come, Mr. Yuldashev.  I think this person thinks that the governor should commit violence, insist on everything and should strictly approach the issues as aristocrats.  On 23 August, our six-month-old governor used physical force against a specialist of the apparatus of the district khokim for the fact he did not complete the tasks in time.  Even if he wanted to, the poor office worker couldn’t reply to this behavior because he was thoughtful and polite.  What century do we live in?  Is such a governor worthy of the new Uzbekistan?  Mr. Yuldashev, you have taken it as a habit to humiliate the heads of institutions and organizations, and your employees in front of citizens with various offensive words.  Who gave you permission to do this?  You dishonored yourself, your family, the whole region, and the state system.  Everyone has the audio recording and "deciphers" every insult you’ve ever said, and it’s there.  The saddest thing is that the president was very upset when he saw it and heard about it.

That is why our esteemed president today decided that you are unworthy of the title of governor.  Today you will be released from your position, and leave the hall. Take away his ID when he leaves”, - Umurzokov says.

It was the turn of Bakhtiyor Otamurodov, director of the agency “O’zbekchorvanasl”. The video of his “naughty” acts, especially when he started a fight in a hotel in Namangan, insulted the employees, and threw things at them, reached the Presidential administration.

“Mr. Otamurodov, director of the Uzbek agency “O’zbekchorvanasl”, please come to the microphone.  The whole world, we are not mistaken, sent me your adventures from abroad, through Telegram.  During your trip to the Namangan region, everyone saw what you did.  This is a situation that is inconsistent with the conduct, level, and position of the head of the State body, the republican body.  You have shamed and discredited the state system.  Is it appropriate for you to stand before all?  By the decision of the respected president today you will be relieved of your post, leave the hall and pass your identity card to the guards," - the head of the administration said.
